Michelle Cook

Upon graduation from college, Michelle entered the law enforcement profession as a Patrol Officer in 1992. With two promotions (Sgt. and Lt.), and three appointments to the Staff (Asst. Chief, Chief, Director), Michelle retired as a 3-star Director, and 3rd in command, from the Jacksonville Sheriff’s Office, a 3,300 person agency and the nation’s 25th largest police department. As Director of Patrol and Enforcement, her responsibilities included the strategic deployment and activities of 1,000 first responders and community relations personnel, and direct management of a budget of $100 million. She also oversaw the over 1,000 special events that occurred in the Downtown area each year. She served as the agency lead on collective bargaining with the FOP.

In August of 2017 Michelle accepted the position of Chief of Police for the City of Atlantic Beach, Fl. The ABPD is a full-service agency with a 6 million dollar budget, serves approximately 14,000 residents and handles approximately 25,000 calls for service each year. Under her leadership, the ABPD earned the Florida Commission for Law Enforcement Accreditation. She is credited for writing the City of Atlantic Beach All-Hazard Response plan. She is an active member of the Florida Police Chief’s Association and the FBI Law Enforcement Executives Alumni.

Training Academy Director

Commanded the firing range, recruiting, basic recruit training, Criminal Justice Standards and Training Commission Trust Fund Advanced and Specialized Training and all police in-service training requirements.

Assistant Chief of Narcotics and Vice

Oversaw all undercover narcotics and vice operations, internet crimes against children, technical support, warehouse and forfeitures

Chief of Professional Standards

Commanded the firing range, training academy, polygraph unit, inspections, internal affairs, accreditation, crime analysis, continuous improvement, fusion center and information systems management
Served as incident commander during SWAT/Negotiator call-outs.

Commander of the Intelligence Unit

Represented JSO on the Joint Terrorism Task Force, North Florida Fusion Cell, and served as key agency liaison to US Marshals and FBI

Work History

2017 – Chief of Police – Atlantic Beach Florida
Leads the 30 officer department that has a budget of just over $6 million. Additional responsibilities include Animal Control and Ocean Rescue for the City of Atlantic Beach. Highlights since beginning her tenure include: Development of the COAB All Hazard Plan, CFA Accreditation, Active Shooter Tactical and Management Training, Stop the Bleed training for all City employees, creation of Volunteer Corps (including a Volunteer Emergency Response Team) and CAD Upgrade. She has successfully negotiated with the COAB to obtain pay raises, a take home car program and wellness program for her officers. In addition, she has lead numerous community engagement activities to include Surfing with a Cop, Pizza with a Cop, Cocoa and Caroling with a Cop, Christmas toy drive and Mobile PAL.

2015 – Incident Commander – State of Florida Region 3 All Hazards Incident Management Team
Member of the Region 3 All Hazards Team since 2006. In 2015 became credentialed through the Emergency Management Institute as an Operations Section Chief and Incident Commander. As the All-Hazards Incident Management Team (AHIMT) Incident Commander, served as the forward coordinating element for the State Emergency Response Team (SERT) and the State Coordinating Officer (SCO). Prior to being credentialed through EMI and serving as IC on the Region 3 Team, Michelle has served as Incident Commander and Operations Section Chief for over 500 hundred unplanned incidents and pre-planned events in the region, combining her extensive knowledge of the Incident Command System with real world experience handling complex critical incidents.

2014 – Senior Consultant/Instructor – C3Pathways
C3Pathways is a FEMA and DHS approved organization that provides training nationally for Active Shooter Incident Management. With her extensive experience and training in NIMS/ICS combined with her hundreds of documented responses to critical incidents, she is one of the lead instructors for the “Command” portion of the training curriculum and provides crucial input and feedback on course development.

2016 – 2017 – Director of Patrol and Enforcement – Jacksonville Sheriff’s Office Ret.
Lead the over 1000 “first responders” for police service calls: officers committed to serving the community through the effective response to citizen calls for assistance; providing crime prevention programs; and the leading efforts in traffic control and safety in Jacksonville. The department is comprised of three divisions: Community Affairs/Special Events Division, Patrol Division East and Patrol Division West.

All of JSO’s crime prevention and community outreach initiatives operate under the Community Affairs/Special Events Division, which is under the command of a Chief and one Assistant Chief. Some of the highly specialized programs run out of this division include the Citizen’s Police Academy and Sheriff’s Watch.

The Patrol Division is led by two Chiefs and six Assistant Chiefs. Patrol Division East (Zones 1, 2, and 3) and Patrol Division West (Zones 4, 5, and 6) are generally considered the backbone of a police agency, because it is made up the largest group of officers. Incident Commander for large-scale events/incidents.

2015 – 2016 – Director of Professional Standards
Oversight of the Training Academy, Recruiting, Firing Range, Polygraph, Leadership Development Institute, Personnel, Internal Affairs and Information Systems Management. Incident Commander for large-scale events/incidents.

2014 – 2015 – Chief of Patrol East
Commanded 3 patrol zones consisting of 500 personnel. Field Training Unit, Emergency Preparedness, Reserve Unit, and Sex Offender Tracking Unit. Served as Incident Commander or Operations Section Chief on events/incidents.

2013 – 2014 – Chief of Professional Standards

2013 – 2013 – Assistant Chief – Narcotics and Vice
Commanded the Narcotics, Vice, Forfeiture, Warehouse, Technical Support and Internet Crimes Against Children Units. Approximately 120 personnel.

2011 – 2013 – Assistant Chief- Zone 1 Commanding Officer
Led 150 employees to include police officers, supervisors and civilian staff. Responsible for 24-hour operations of 12-square mile area with daytime population of 400,000. This area included the Downtown core, river, convention center and stadium. Managed special events that occurred in the Zone. Served as Incident Commander or Operations Section Chief on events/incidents.

2009 – 2011 – Assistant Chief – Academy Director
Commanded the Northeast Florida Training and Education Center to include the Jacksonville Sheriff’s Office Firing Range, Recruiting Unit, Polygraph Unit and Leadership Development Institute. Responsible for ensuring the over 3000 agency employees received required mandatory training, all new police and corrections recruits received state required training and managed the State Trust Fund ensuring that all officers in the region received Advanced/Specialized training.

2006 – 2009 – Intelligence Unit
Led the Intelligence Unit to include active participation in the Joint Terrorism Task Force, North Florida Fusion System Cell, North Florida Intelligence Unit and US Marshalls Task Force.

Developed the Critical Infrastructure oversight and coordination plan Developed the Threat Group assessment plan. Worked in collaboration to develop the Suspicious Activity Reporting requirements and process for the agency

Member of the FBI Joint Terrorism Task Force Supervisor Committee.

Direct report to the Sheriff on all terrorism related concerns

Served as lead for all investigations regarding threats to public figures.

Assisted Secret Service with dignitary protection details

2004 – 2006 – FTO/Reserve Officer/Auto Burglary Task Force/Emergency Preparedness Unit

Managed Field Training Program, both recruits and over 250 Field Training Officers

Commanded the Reserve Unit, which consisted of 110 Reserve Officers

Created the Emergency Preparedness Unit – responsible for the appropriation of multiple grants for emergency equipment, collaboration with City of Jacksonville on all County emergency response plans (Hazard Specific and Inter-Agency Coordination Plans), creation of police agency emergency response plans
